HORSERACING TO GAIN A NEW ARIZONA RACETRACK
The NEW RILLITO DOWNS & ENTERTAINMENT CENTER SLATED TO OPEN SEPTEMBER 2027
Marana, AZ – The U.S. horseracing industry is set to gain a state-of-the-art racetrack in Marana, Arizona. Scheduled to open in September 2027, the NEW RILLITO DOWNS & ENTERTAINMENT CENTER, a 400-acre property, will feature year-round live horseracing and equestrian events. Added features include a 10,000 seat climatized entertainment center which will add revenue to help support an aggressive purse payout structure for horsemen. A significant feature of the project is the establishment of an on-site Veterinarian Clinic, Surgery and Imaging Center complete with a full-body equine CT-Scanner as part of the track’s commitment to Equine Wellness, Health & Safety Programs.
Mike Hagan, Developer/Owner and President & CEO, of the new facility stated, “We are pleased to offer this unique horseracing, equine and entertainment center property for horsemen from all regions to participate in. Our intent is to run 1,000 yards and under horseraces, however, the track is being built to accommodate the full range of thoroughbred races, if necessary, in future years. Originally, we looked at the possibility of securing the horseracing contract at the eighty-year-old historic Rillito Downs racetrack in Tucson, Arizona but that was not possible. According to the County Administrator, the historic racetrack requires more than $2 million dollars in rehab for a county-owned property–plus no racing has been held at the venue for several years. This means even more rehab is required just to get the racing surface in passing condition. Unfortunately, horseracing at the historic racetrack just doesn’t pencil out.”
In early November 2025, Hagan held a meeting with the Pima County Fair Horseracing Commission non-profit and local horseracing professionals to determine the interest for his Marana project. The response was overwhelmingly supportive. Dr. JoAnn di Filippo, a racehorse owner and Chair of the Pima County Fair Horseracing Commission non-profit (d/b/a Arizona Horsemen’s Horseracing Association) explained, “Everyone loves the historic Rillito Racetrack but we’ve outgrown the small 153-acre county racetrack situated in the middle of a county-owned regional park located in the middle of Tucson. We can comply with State Historic Preservation (SHPO) requirements by ensuring the historic racetrack site maintains a “marker” designating the property an historic site.
Hagan further explained, “When the county decided to multi-use the Rillito county-owned property a total of more than 600 stalls (30 barns) were condemned to accommodate soccer fields for local youth sports programs. This decrease in footprint size as well as failing infrastructure concerns of a lack of electricity and water to some barns, poor site drainage, and other inferior conditions impacted my decision to build a new state-of-the-art racetrack and entertainment center. By relocating the NEW RILLITO DOWNS & ENTERTAINMENT CENTER to Marana, Arizona, horseracing will continue to remain a vital sports and entertainment industry within Pima County, the State of Arizona and nationwide, while at the same time honoring the legacy of the historic Rillito Racetrack.”
A private by-invitation event is planned for early December at the new location to introduce horsemen, elected officials, state racing officials and commissioners, among others to the project and disclose the vast array of services that will be offered at the site serving as a major industry anchor for the Town of Marana and the State of Arizona. In the meantime, Hagan will continue to work with racing executives and state officials to ensure the project meets all statutory requirements for receiving a racetrack permit license.
